POLICY BRIEFINGS

Refugee Resettlement Director Reassigned to HHS Faith Center

Scott Lloyd has left his post as director the U.S. Department of Health and Human Services’ (HHS) Office of Refugee Resettlement (ORR) and assumed the role of senior adviser to the Center for Faith and Opportunity Initiatives within HHS. Lloyd has faced scrutiny for his handling of ORR’s separation of migrant children from their families at the U.S.-Mexico border under the administration’s “zero tolerance” immigration policy, and for his efforts to block unaccompanied minors in federal custody from obtaining abortions. Jonathan Hayes, Lloyd’s Chief of Staff, will serve as the Acting Director of ORR.
